At the Full Council Meeting on July 23rd Councillor Thorne submitted a written question to Councillor Avery. This question was not asked verbally at the meeting itself, and the reply can only be found on the Council website if you know your way around the site. Quoting from that document:

Question 17: Fly-tipping
What are the eight most fly-tipped roads and/or locations in the Reigate and Banstead Borough Council area, and what is the borough council doing, in partnership with other organisations as appropriate, to stop fly-tipping in these locations?

In answer to the question, our Recycling centres are the areas that attract the most fly-tipping within the borough, the top 8 worst are: -
- Tattenham Corner recycling centre, The Mound Car Park
- Stubbs Lane recycling centre, Lower Kingswood
- Woodmansterne Street recycling centre, Woodmansterne
- Merstham Station Recycling Centre, Merstham
- Gloucester Road recycling centre, Gloucester Road Car Park, Redhill
- Linkfield Corner Car Park, Recycling Centre, Redhill
- Victoria Road Car Park, Recycling Centre, Horley
- ASDA Recycling Centre, Burgh Heath
In addition, the top roads for fly-tipping incidents in the borough are: -
- Blackhorse Lane, Chipstead
- Crossoak Lane, Chipstead
- Hogscross Lane, Chipstead
- Dean Lane, Hooley/Merstham
We have placed the covert camera car at the worst of the above recycling centres and issued the fixed penalty notices listed below, as a result of its placement. Signs warning people covert cameras could be in place are located at the recycling centres and some other roads known to be hot spots. In addition to this, we did place a covert camera in Dean Lane to catch people fly tipping there, unfortunately, the camera was stolen.
The JET team investigate any evidence found within fly-tipping and spend hours reviewing the footage obtained for the deployed camera.
The number of Fixed Penalty Notices issued and the locations for the last financial year are as follows:

- Woodmansterne Street Car Park, Woodmansterne — 3
- Flanchford Road, Reigate — 1
- Netherne Drive, Hooley — 1
- Victoria Road Car Park, Horley 1
- Lake Lane — 1
- Gloucester Road Car Park — 1
JET Officers conducted 20 PACE interviews in the last financial year. A PACE interview is an interview under caution, which is recorded.
In addition to the above there was one prosecution which ended with the following sentence:
