With reference to the above Determination received on 28th May 2021, the Council has determined that prior approval is required for the development, and that such prior approval is hereby REFUSED for the following reason(s):

The proposed new mast and associated cabinets, by reason of the excessive height and scale and the unattractive, utilitarian appearance in this prominent location, would be at odds with the open, green public realm. Thereby, the proposed development would represent an incongruous installation, harmful to the character and appearance of the area. This would be contrary to the provisions of policies DES1, INF3 and NHE1 of the Development Management Plan 2019.

The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material considerations, including planning policies and any representations that may have been received and whilst planning permission has been refused regard has been had to the presumption to approve sustainable development where possible, as set out within the National Planning Policy Framework.
